The US Senate has unanimously voted to reform the STB, which should help to better address rate complaints and improve competition between railroads.

Shippers may see great benefit from this bill, should it pass through the House as well. But one thing that can never be fully addressed or fixed by legislation is overcharges and billing errors. These will continue to occur due to various factors including human error, inaccurate shipping information, disparate computer systems, and the day to day issues that inevitably cause billing changes. Even the best intentions of legislation and railroad billing departments cannot eliminate all of the possible overcharges. Shippers still need AMTR post-auditing to catch the money slipping through the cracks.
